SELMA CITY COUNCIL REGULAR MONTHLY MEETING
September 9, 2010
The Selma City Council will convene in a Council Meeting on Thursday, September 9, 2010 at 6:30 P.M. in the Selma City Hall, 9375 Corporate Drive, Selma, Texas 78154. The Order of Business will be:

Presentation of Twenty Year Service Award to Ms. Loretta Corkran
Citizens to be Heard – (This time is provided for citizens to address the Council on issues and concerns. No action can or will be taken on issues raised under this portion of the meeting. Please limit your remarks to a period not to exceed three (3) minutes. We ask that you approach the microphone and state your name and address for the record).
1. Discussion/Possible Action on the Minutes of the Selma Public Hearings and Regular City Council Meeting of August 12, 2010.
2. Discussion/Possible Action on a Public Library Interlocal Agreement between the Cities of Schertz and Selma.
3. Discussion/Possible Action on the refinancing of General Obligation Bonds, Series 2001, with Southwest Securities.
4. Public Hearing/Discussion/Possible Action on the Selma City Budget for Fiscal Year 2010-2011.
5. Discussion/Possible Action on the Second Quarter Investment Policy Report.
6. Discussion/Possible Action on a recommendation from the Board of Directors of the Reinvestment Zone Number One, City of Selma, Texas on disbursements from the Tax Increment Fund for reimbursement of reimbursable expenses to one or more developers.
7. Discussion/Possible Action to set the date and time for a Special Selma City Council Meeting to set the tax rate for Fiscal Year 2010-2011.

1. Operational Update by Mr. Bryan Brown, regarding Retama Park.
2. Discussion/Possible Action on the Minutes of the Public Hearing/City Council Meeting of July 8, 2010.
3. Discussion/Possible Action on the reappointment of Municipal Court Prosecutors.
4. Presentation by Mr. David Earl on conceptual briefing for the proposed formation of a Tax Increment Finance Zone, Live Oak Hills Subdivision.
5. Discussion/Possible Action on a Public Library Interlocal Agreement between the cities of Schertz and Selma.
6. Discussion/Possible Action on a Resolution in support of and authorizing the Comal Appraisal District to purchase the land and building located at 904 South Seguin Avenue, New Braunfels, Texas.
7. Discussion/Possible Action on the termination of the discount for early payment of ad valorem taxes.
8. Public Hearing/Discussion/Possible Action on a recommendation from the Selma Planning and Zoning Commission on a zoning change application to +/- 4.674 acres of land having the description of CB 5041 P-9A ABS 707, and being more particularly described in a deed recorded in Volume 10524, Pages 366-370 of the Official Public Record of Real Property of Bexar County, Texas and Ordinance Number 081210-01. The City of Selma proposes to re-zone the Property from R-1 (Residential) to PUD (Planned Unit Development).
9. Public Hearing/Discussion/Possible Action on a recommendation from the Selma Planning and Zoning Commission on a zoning change application to +/- 2.0689 acres of land having the description of CB 5041 P-6 ABS 707 (Formerly P-4C), and being more particularly described in a deed recorded in Volume 10524, Pages 378-380 of the Official Public Record of Real Property of Bexar County, Texas and Ordinance Number 081210-02. The City of Selma proposes to re-zone the Property from LI (light Industrial) to PUD (Planned Unit Development).
10. Public Hearing/Discussion/Possible Action on a recommendation from the Selma Planning and Zoning Commission on an application for a Specific Use Permit on two lots, one being +/- 2.0689 acres of land having the description of CB 5041 P-6 ABS 707 (Formerly P-4C), and being more particularly described in a deed recorded in Volume 10524, Pages 378-380 of the Official Public Record of Real Property of Bexar County, Texas, and the other being +/- 4.674 acres of land having a description of CB 5041 P-9A ABS 707, and being more particularly described in a deed recorded in Volume 10524, Pages 366-370 of the Official Public Record of Real Property of Bexar County, Texas and Ordinance Number 081210-03. The Specific Use is a Landscaping Products Business and a single family detached dwelling.
11. Public Hearing/Discussion/Possible Action on a recommendation from the Selma Planning and Zoning Commission on Ordinance Number 081210, which would adopt the map entitled “Zoning Map of the City of Selma, Texas,” which shall become an official part of Zoning Ordinance of the City of Selma as stipulated in Section 82-72 of the Code of Ordinances of the City of Selma.
12. Discussion/Possible Action on Ordinance Number 081210-04, An Ordinance Amending Section 78-173(a)(2) of Article IV, Standards and Specifications, of Chapter 78 of the Code of Ordinances of the City of Selma, Texas to modify requirements as to required bonds and establishing an effective date.
